I am currently planning to make an adventurers' dungeon in fortress mode, and I was contemplating adding specific creatures, such as dragons and minotaurs, and creatures with added interactions, such as necromancers,  to serve as obstacles. The most efficient method I know of to get these is by transforming dwarfs, dogs, etc into the required creature/adding the interaction via a boiling rock syndrome, so acquiring them  isn't too much of an issue. However, when I abandon the fortress so that adventurers can explore the dungeon, I run into two major problems:

1.Any creature labelled as a pet dies as soon as the fortress is abandoned.

2.All other creatures, both friendly and hostile, scatter around the area randomly, which is an issue if you want a minotaur chained next to the door of a room you want guarded. I already tried setting the area as a lair, but it apparently only prevents items from scattering.

So, does anyone here have any idea how to circumvent these issues? Is there a way, using DFHack or some other utility, to leave fortress mode without running into the above problems?

Also, on another note, are there any easier methods for obtaining the required creatures?

Try this guide, as it explains how you can abandon a fort with its inhabitants alive using DFHack. I'm not too sure if it means that the bandits will still be there or if the pets are going to remain living, but attempting to reclaim the fort will kill its inhabitants.

Adding COMMON_DOMESTIC may make the creature available for purchase. This also requires the [PET] tag applied; [PET_EXOTIC] will put them in cages.

You may want to set pet value to 1 if you do that.

I tried this out but I'm not sure if I followed the instructions correctly. I managed to leave fortress mode successfully, but when I visited the fortress as an adventurer, I found the dwarves scattered and the animals were nowhere to be seen.

I can't believe I didn't think of that! Thanks!
Just one question:will setting it up this way lead to herds of tame, say, dragons roaming around in towns?

@PET tag:

Yes. You will find tame dragons in towns, and they will probably kill you and anyone in between their prey and themselves.
