The biggest factor is the speed of your CPU. Things you can do to make it run faster:

- turn off temperature and weather in the init.txt file in data\init
- start in the smallest play area possible (I think 3x3) from the region selection screen
- limit population to a low number (again in init.txt)

Unless you're running something ridiculously slow, it shouldn't be lagging that badly.

The problem is obvious (and of course all the answers have failed to identify it  ;) ). You need to install the latest drivers for your graphics card. The reason for that is that default drivers that come with Windows don't support OpenGL very well. This should be in the FAQ or something.

Drop your graphics refresh rate in the init file. I've found it can cut the loading speed in half easily. World generation by a good two thirds. And who needs graphics when generating the world? Nothings happening.

Set this:
[G_FPS_CAP:50]
to 10. 15 if you really want.

Restarting should do it.

From what you describe, the solution posted by Grue would be the best fitting one so far.  The other ones are applicable for when the game itself (as in playing a fortress) is running slowly.

I run DF on WinME (don't knock it, it still works wonderfully) and I don't have that problem with the lag.  But, since DF uses so much of the processor, when I run it I'm not running any other programs (as much as possible).  Maybe you could try that?
