I'm going to agree with listening for the foreseeable time. I think we can possibly assume the AI to have sensors around and having us already picked up, so she might call us out if she needs so for advantages during the talk.

Additionally, a few thoughts about our situation:
- What I'd do nearly first thing would be to improve our munitions production capabilities. Great trade good and defensively important.
- The artifacts could be a great additions
- Also, building up trade/sending trade expeditions might help us.

Ortex City

You decide to let your presence remain unknown for the time being, and remain where you are, hidden by the half shadow in the Temple. As your eyes adjust to the darkness, you can start to make out the forms of other people in the room. You can see Elder Zorin, standing near the Statue of Hephaistos, and a bit further, Judge Nelson sitting next to the statue of Apollo, and on the other side of the room, Mayor Foria. Whatever it is that the envoy has come to say, it certainly must be important, as most of the City council is present.

The envoy speaks up again. Well, we found the object during dredging operations in the Gatun lake. It's age is hard to tell, but it's clearly Golden Age technology. We're not sure what it's use would be, but we're certain it will prove essential in the future of the Panama area. I've been sent to inquire what help you would like to give us in this. Food supplies would be greatly appreciated, and we're certain your AI's and databases would be useful to identify the object.

"Your Panama City alone? If you do not know what it is, then what if it is a weapon? Against whom would it be used?

If it was placed at the bottom of Gatun Lake, perhaps there was a reason it was left there?"

No. I suppose there are similarities, but I'm fairly certain angry birds doesn't let me charge into a battalion of knights with a car made of circular saws.

Ortex City

You step forward from the shadows, and confront the envoy. He seems surprised, but still answers quickly. "As always, we will act for the greater good of the Panamanian people. If this is indeed a weapon, then it will be used to protect the people. Aztec warriors are moving South in ever greater numbers, and it won't be long before your and our defenses will be overwhelmed. Our ships patrol the coasts, as your troups  guard the passes. If we can work together on that, then I'm certain we can work together on this too. And besides, our ancestors had the power to scorch entire continents. If they had wanted to destroy this thing, whatever it may be, not even ashes would be left for us to find."

With this, the envoy leaves the room, throwing open the doors. The light flows back in, and with it, the tedium of day to day city live. The council retreats towards the secure conference rooms of the Ortex, in order to handle more mundane city business, giving you time to think about what was said. Unless of course there are special things you want to bring to the council's agenda.
