Dwarven Tower?

So I was generating a new world yesterday and upon looking around in the map, I found a peculiar site, a dwarven tower. As far as I know, only goblins live in towers. Could it be that the tower was conquered by a dwarven civilization?

Towers are occupied by Necromancers, which can be any race I believe?

If its "Dark [racename] Fortress", It's conquered Goblin tower. If it is just [racename] Tower - like "Dwarven Tower" - then it is the necromancer tower founded by the dwarf necromancer.
