Nobles (Baron, king) Question

So i using program (lazy newb pack) to limit fortress population to 200 population got to max (200) already but no baron or king or any other kind of noble came or appeared vacant in noble list so i have few questions for this: Since its already max - 200 will it make any problem for baron or king to arrive or at least become vacative? and why they are not coming? i seen that they need some sort of reqiurements to come but i dont understand how and what to do/make? and what to do with limit? i dont want too much useles migrants (because i have 200 dwarfs but none are diagnosers to heal dwarfes) but i also dont really want to kill them...

Barons and such don't appear on your nobles list until the Dwarven Liason tells you that you've basically been promoted to a barony or whatever.

It usually takes a certain amount of Kingdom Value, Imported worth, Exported worth, and amount of goods offered to the king through trading. (WHen you select items of yours to give to the traders, while selecting nothing of theirs, and pressing 'o' will 'Offer' the goods to them, and basically puts you in better standing with them.
Subsequent caravans should be bigger with more stuff, and of a higher quality.

It can take a while, or it can be on your second year that the Liason offers you the chance to promote one of your dwarves to a baron. You can say no, and he will ask you each year thereafter.
Keep in mind that while doing this, he will not ask you what you want from the mountain homes to bring on the caravan.

1. You need a Captain of the Guard along with his/her squad.
2. You need a certain amount of wealth both exported and imported.
3. To get the King/Queen you need to send him/her gifts through the caravan. About 7000 urist's worth, I think.

The baron is chosen from your own dwarves. You can assign unskilled dwarves to diagnosing labor if you don't want to take the chance with random migrants. They'll get skilled enough eventually, but there might be a few cases of wrong treatment before that. But then, any treatment is better than no treatment. (Unless Urist McMedschoolddropout decides to treat minor cuts with amputation.)

Speaking of which, what happens when they offer to promote you to barony but you decline ('We are flattered but we'd perfer to keep our distance from the homelands' or something to that effect)?

Well, you probably won't get the chance anymore, also you won't get the Monarch if you don't have a duke.

The liaison will leave without negotiating a trade agreement, and the offer will be repeated next year. Once you're eligible to become a barony, you _must_ accept the promotion to have trade agreements.

Hmm, i have two forts with a noble but without a sheriff/captain of the guard, and i'm pretty sure i never appointed one. I don't think that's actually a requirement for getting a landed noble. I'm also quite certain that 'imported wealth' doesn't matter, either - it's a mostly meaningless number anyway: all the bits and pieces dropped by dead goblins count as imports, and you can arbitrarily reduce your imported wealth by decorating foreign objects or destroying them. I have a long-running no-invaders fort with something like 15 Mio. Exports and under 40 000 'imported wealth', because everything i buy from caravans is quickly turned into fortress goods and thus disappears from the imports count.

Ah, thanks for correcting me. I must've been thinking about something from ye olden days. I think back then the nobles would require (or at least demand) guards.
