      We all know that LCS is meant to be fun, not balanced. So there are many ways to have overpowered  liberals. To make the game a bit more interesting, i have a set of restrictions i use to avoid the temptation of picking only people who will be godlike without been wanted by the police, abusing people with skills, abusing violence etc.

    Rule 1: Let faith decide in character creation.
    Rule 2: We didn't start the fire always on.
    Rule 3: No man left behind. You do not remove members to make room for other members
    Rule 4: Impressing the recruiter. If you are trying to recruit, and you come across someone who has 2 stats equal or better than the recruiter or has a stat that is better than the recruiters best stat , you have to include him in the LCS if you can (wisdom does not matter here). You don't have to use props, but you cant stop the meetings. (note: Current stats are used.Juice adjustments apply.)
    Rule 5: We don't draw first blood. You may use guns, but you cant fire at someone who has not hit you first (you may kidnap). That includes car chases, raids while conservatives are alarmed, even raids at CCS hideouts. The conservatives need help, they don't deserve death. You may fire at people trapped in your hideout traps  first.
    Rule 6: The people need to know. Always publish the hottest info you have as soon as possible. You may sell information you have multiple times but never your last one of a specific kind. The heat order is 1: Secret documents (army) 2:CIA disk 3:CEO info 4: Police records 5: everything else (note: you sell all loot and guns until you have a press. You can keep clothes and manufacture them.)


     This is a really balanced play style. Rule 1 makes sure you don't start with a thief that will be invisible without heat or a man who will persuade trees to walk and seduce sleepers who start at 90%+ efficiency without heat. If you start as a gang member, you are even stuck with some average liberals because of rule 3 (you get somewhat compensated by their weapons and weapon skills). Rule 4 means you might get super mutants, but you cant just dump a mutant with heart 16 intelligence 7 and charisma 12 just because you know there is a mutant with heart 20 intelligence 17 and charisma 17.(You still can if you are a non-mutant elite liberal with a natural 10 in charisma and heart, but if you get there, you deserve your superman. Try starting with a dancer  :) ).  Rule 5 means you cant just have a couple of athletes or whatnot armed to the teeth who commit 3000 murders and just hop between safe houses (especially since in 4.07 with extra cities they can be in another city), giving their recruiters elite liberal status for sitting there (also: to bring down the CCS, find the evidence). Rule 6 means you cant raid the army base when you have someone with stealth and disguise for a billion weapons, because you have to publish the secret documents you might find, and that is treason and brings in the army.
