As my minute-made subject title suggests, the dwarven overseer that is yours truly, has gotten himself in a bit of a rut.
Here's me evidence:

Yeah I do not understand what is happening. I have 4 stockpiles set on a simple yet slightly interwoven system which its task is to pick up plants from the farms, ultimately.

But this is not the board to gloat about me own exploits: tis is the board to correct one's own problems and improve upon it. And my problem is my stockpiles have no one going to and fro to haul the harvest! It may not be shown in the picture now, but it should show half the winter's dimple cups and plump helmets withering away like the ancient forested dirt of the Sahara Desert! (As far as I know.) Help me Bay12, yer me only hope! Pathetic yes? I think, hmm, maybe so.

P.S. I also boast 600 clay and glass pots, more or less, so there really should be enough to go around.

Can't say for sure, but it looks like the tunnel to the farming area south of the river has some underground tree blocking it.

Oh pay no mind to that, for I accidentally let slip my super secret hidden tunnel of love into the picture. A.K.A. my failed attempt at digging under a rather unkillable Blizzard Man. Oh the tenacity! I made a whole post in general discussion that concerns Dostgnosp and all Dostgnosp accessories as well as the makings of Dostgnosp.

Well then: are all stockpiles set to allow the maximum amount of pots?

See, there are 2 give/take stockpile systems. The northern most stockpile has its southern half-part devoted to no barrel no-nonsense harvest placeholding whilst the northern part has barrels set to pick up the placeholder stockpile's harvested goods. The southern most stockpile is just what I said, except vice-versa on the southern and northern-based gobbledygook. Anyways enough about that! Technically yes, both stockpile systems are set to allow the maximum amount of pots.

Hmmmm. Check basic accessibility. Can you station a military squad down there on each half? If you had empty floorspace I'd have suggested you try to build a wall or statue and see if it complained about lack of materials.

Then, check the jobs screen to see if there are any jobs for the relevant stockpiles. Could be your dwarves are getting sidetracked/lazy.

Finally, perhaps the stockpiles that are supposed to have barrels are actually full of barrels already. The plant icons might represent a single plant on the same square as a barrel. It happens. Try D-B-F to forbid the entire stockpile and see on your stocks screen how many barrels and pots got forbidden. Of course, D-B-C afterwards.

Try a stockpile without links and see if they'll harvest, if so, you screwed up the stockpile links somehow!  (Which is hard to read about since you crossed it out   Do you have the input ones set to "take from links only"?
