changing siege/ambush triggers

I'm looking to change what triggers sieges and ambushes.  Specifically, where in the raws do I change the value and population of the fort that causes them to appear?

The entity tokens:
PROGRESS_TRIGGER_POP_SIEGE
PROGRESS_TRIGGER_PROD_SIEGE
PROGRESS_TRIGGER_TRADE_SIEGE

wiki will describe what the allowed levels (0-5) correspond to in terms of population/value

Ambushes/traders use the same triggers without the _SIEGE on the end (i.e. PROGRESS_TRIGGER_POP:)
