Not in a lot of cases. Generally, if a suggestion gets a lot of +1s and they go with the other suggestion that was boring, they're accused of railroaded and yelled at. So no, that makes it a game.

...Um, only in a few situations. Most of the time, only one or a few ideas get more than a small number of approvals. Standard procedure is to combine highly-rated or all suggestions.
