Demons and Heads of State

Something has struck me being rather odd. In the vanilla game, any civilization can be ruled by demons. However, it seems as though goblins are always ruled by demons. In mods, such as Fallout Equestria and Rise of the Mushroom Kingdom, there are entities that are also always ruled by demons. However, there's no token anywhere that allows for this to work. The closest  I'v found is in ROTK a religious noble appoints the monarch of that demon ruled civ. Sadly this isn't replicated in the vanilla game or in any other.

Does it have something to do with the ethics? Or is there a possible religious connection in the pantheon of a civilization's religion?

I believe the SPHEREs defined in the creature RAWS along with POWER represent what SPHEREs the demon/megabeast presides over.

In the entity file the SPHERE_ALIGNMENT seems to align a civilization along certain spheres.

Because Goblins are so strongly SPHERE_ALIGNMENT to war (as I think the Demons are) I believe they almost always get a demon leader.

A way to test this would be to change the SPHERE's of demons and make a new creature have the demons old spheres (such as an Ettin but you'd have to give in the POWER tag too). If Ettins start leading goblin civs ALL the time you know you're onto a winner.

A civilization is susceptible to demon/power rule in a few cases.

 - It cannot have a leading position that's inherited (so dwarves are immune to that - other types of creatures may still be able to become king).
 - I believe that the cannot be worshiping regional forces (so elves are immune to that)
 - If killing entity members is acceptable (not necessarily just ACCEPTABLE), then demon or power can fight its way into leadership
 - If the entity reveres a pantheon of gods, the demon or power can impersonate a god that it shares a sphere with and attain a leadership position.

Kobolds are immune because they have no positions, so nothing can be usurped. The underground animal people, in addition to having no positions, also have no histories, so even if they had positions, they'd be immune.
