Skin color doesn't really directly correlate to lattitude. For most of human history, all of the Americas (including the polar regions) were inhabited by relatively dark skinned people, and the Inuit and Eskimo are quite dark. Mongolian tribes of the Asian steppes, which are actually fairly far north, as well as people from the mountains of Nepal, India, and Tibet, also tend to have darker skin.

For selection of fair skinned people, though, it's probably not so much as they developed fair skin to adapt to colder or less sunny climates, but rather the opposite: they moved to the less sunny regions because those regions didn't have as much of the selective pressure for natural sunblock.

Looking at the Mediterranean, where most people have Caucasian geometry in their features, they still have darker skin tones on average than further north parts. So, sunnier places encourage darker skin, but less sunny places encourage it much less, while not actively discouraging darker skin.

My dwarves have pale brown skin, raw umber eyes and tan hair. It's pretty neat.
