Mayor - becoming the capital

When i go to my nobles screen and highlight my mayor, i have an option which says "c: becoming the Capital".
Despite the obvious meaning, what does this imply? What happens when i hit c?

You will get a list of requirements you need to fulfill to attract monarch into your fortress. It's actually not related to mayor in any way, it should always be there after certain conditions are met.
