Stop being so passive aggressive. Yes I read the wiki. Where it also states

With DF31.25 most people, on the wiki and forum, were under the impression that only the CMD can create a treatment plan. Yes a new version of DF was released some time ago, but because I never heard about changes to the health care system, I assumed that the function of a CMD was still unchanged.
