I can't find my bounty inside of this town, hes not a vampire so he wont glow and there are at least 100 people here, i've spent the last hour looking for him so i've begun accusing everyone of being a bad guy but there are so many more people to talk to, how the hell can I find him quicker then just talking to them all? its driving me insane.. And this is quest from a lord and I can't get any more from him until I murder this fool.

Hit the Service option when talking to a townsmember, usually they'll tell you "First search in a house to the northeast" or something to that effect when giving you the quest.

I once saw an "Elite Crossbowman" in a normal house full of fish cleaners and stone crafters etc. Maybe that helps.

Just ask for service with everyone. If someone points you to a different person, he's your mark.

look for white/gray hair, loads of bling out human crud. but that's for vampires, Outlaw bandits just all live either in camps slightly outside of the town or in keep dungeons.

The lord usually tells you where you can find the outlaw, but since he already gave you the quest, that won't help you right now.
Outlaws don't live in houses like normal people. I would search in the dungeons, the catacombs or the sewers.

I thought all historical persons had a glow. So shouldnt the target have a glow regardless of vampirism?
