Adamantine request question

Does adamantine mandates mean there is adamantine somewhere on the map?  My mayor just requested some, but I haven't seen any yet (not even close to the bottom of the map yet).

Afaik, no. Mandates, like mood demands, are completely (annoyingly) divorced from such practical concerns as whether or not you can find them on your map.
