Surveying the room, Cuddles sees a room full of weak leaders who cannot control their countries. He decides they need a good speech on the values of a dictatorship. He signals Dominic to blow the Horn of Getting Attention

Blow a large foghorn to get everyone's attention, then give a large speech (translated from cat by Dominic) on why dictatorships are fundamentally better than any other type of rule.

Hearing a large foghorn blow and a huge speech about the fundamental betterments of having a dictatorship in power, Arturios was determined not to be outdone and decided that the cat forgot about the values of the dictator being elected. Arturios also tried to arrange trade agreements for wheat.
Give a small speech about the values of any leader being elected, democratically or not. Look for anyone willing to sell some wheat.

Make a introduction to the other leaders of the world, then preform a speech towards gaining humanitarian aid for the people of the country.
