Reduce linking list woes by omitting forbidden buildings

After deciding to try my hand at some of the fancier mechanical bits, I've discovered a major bottleneck. Once you get a few dozen mechanisms or so, it takes nearly forever to find the one you want to link to. And most of them are just the gears that hold up windmills or pin together the power train; things you wouldn't want/need to link to anyway.

So I propose that any building that is marked forbidden should not show up in the linking list. This should be only a line or two in the code that assembles the list and it would be easy for players to forbid/reclaim sections of gears in their current area of interest.

Seems sensible.

On a related but widerly-useable note: Allow buildings to be forbade in the 'q' menu.
