The economy in 33b

Anyone have good information yet about the Dwarven Economy?

1)  What triggers it?  
In the old dwarf fortress, the trigger was building 5 stacks of coins.  In my most recent fortress, I never minted a single coin but in my 5th year or so the tax collector shows up and all of a sudden the economy is off and running.

2)  Why can't I assign beds to ALL nobles?
In the economy, previous and current, dwarves received credit for tasks completed.  Since nobles do pretty much nothing but make unreasonable demands, they seemed to be exempt in the old economy from rent - thus, you could give them nice rooms and not have to worry about them coming up with the rent.

In the new version, I'm in a pickle.  The captain of the guard demands a nice room, nice office, etc.  Trouble is he's broke.  He got evicted from his very nice pre-economy bedroom, and is getting unhappier by the day.  Since he's a noble, I figured I could just assign him his old room - wrong.  I can only assign the room to maybe 15 out of my ~120 dwarves, and I assume that it's only the ones with credit enough to rent it.

How can we keep nobles happy if 1) they don't really do much actual work 2) therefore don't have much money but 3) Still demand good rooms?

I don't have the economy, but I'm guessing the Captain of the Guard, and other nobles that you assign yourself still need to work to earn money. The only thing I could suggest is that you give him a job.

The nobles that come in migration waves do not pay rent.  The ones you appoint do.   Now, as you probably know all legendary dwarves do not pay rent either.  So one possible solution is to give the post to a legendary dwarf.  You don't need to waste a legendary crafter, personally I just assign a legendary wrestler.
