I personally would recommend The Elder Scrolls: Morrowind based on what you are saying you want. You can get the Game of the Year Edition on Steam. Just keep in mind that it has some problems running under Windows 7 due to some issues with how Windows 7 handles threading and that it's near impossible to find the actual answers on how to fix it.

Other than that I might suggest the Civilization franchise even if I don't like it much myself.
