You might also want to make sure you didn't make a meeting area outside that you forgot about.  That can be easy to overlook.

Not that easy! ..I have a hard time with no-job dwarves wandering around outside also. Eventually it goes away, which makes the suggestion that bedrooms solve the problem sound really plausible to me, but that still means there's an unintended/undocumented behavior where dwarves will wander around outside sometimes when they're bored until you give them both bedrooms and a meeting area.

Thanks for the help everyone! I checked all the basics suggested above, but nothing was wrong with my setup. One way I've managed to solve the problem was a big series up drawbridges on the way into/out of my fort. (Incidentally, my only method of defense.)

As a side note/question: I tried burrows, and was careful to include all areas of my fort that the dorfs could access with the drawbridges up, but they gave me a bunch of cancellation spam whenever I lower the drawbridges.  In other words, when the alert is activated, but the drawbridges are lowered, they throw a cancellation spam fit at not being able to go past the bridges (but everything is fine when the bridges are up: even with the alert, there is no cancellation spam).  Am I doing something wrong or is this unavoidable with the use of burrows?

Unavoidable, sadly, I get so much spam when it comes to inaccessible for haulers trying to look outside of their burrows. Did you tried to check to see if everything outside's forbiddened? They'll at least stay within burrow for most part, rather than fleeing outside!

And yes, drawbridges are good in sealing things off, they smashes evreything on it too!
