Luchador is wrestler, right? You'd probably have to make a custom uniform that does not assign any weapons. (in military (m), uniforms (n), add uniform (c))

Shields don't counts as weapon, but dwarves can bash things with them, if you're into such

Assign them no uniform, just let them keep their plain clothing. Training wrestling will still be incredibly slow, if you have no teacher, though.

They can, goblins sometimes brings them on sieges! I dunno if you can buy any off someone that'd fit. I know it's not makable for dwarves, but if goblins brings them...
However, I believe masks wears out, but that could be from older version, and it's a shaped part so cap and helmets can't be worn with it.

If you only want to do minor mods:

Add a line to entity_default.txt, in the section under [ENTITY:MOUNTAIN], before generating the world.

  [HELM:ITEM_HELM_MASK:FORCED]

This will make all dwarven civilizations able to craft masks to wear, and most dwarves will probably be wearing masks at embark.

Consider also:

  [ARMOR:ITEM_ARMOR_CAPE:FORCED]
  [PANTS:ITEM_PANTS_THONG:FORCED]

If you're doing more major mods, I'd recommend a bodysuit and consider making it a shaped item, along with making the mask shaped. DEFINITELY consider adding a slew of masked-wrestling-appropriate words to the dwarven language. I wonder how hard it'd be to add multigrasp knuckle dusters as a blunt weapon?

Yeah, your dwarfs can wear goblin masks, they do fit.
