I used to have good runs in nightmare mode with brainwashing squads. It took a bit to start the fire, but the abundance of death squad uniforms helped.

It's only really a problem when you accidentally steal something or mess with a door because you didn't notice people were watching. Maybe a warning when you're about to do that?
That's probably a good idea. "Really do this in plain view of the people here?"
Apologies for the necro--this reminded me that sometimes I accidentally do pick doors or boost stuff in front of witnesses...and they don't catch on.  Thinking it has something to do with Stealth, which in true black-op fashion doesn't announce that it affected anything.    (Security 12 and Stealth 19, if it matters.)

"They don't notice you palming your paperclip and picking the lock as you turn the handle."

But sometimes they do notice.  Calling attention to whatever affects this detection-check might be worth thinking about.
