No. The humans likely conquered a goblin civ and some of the gobbos assimilated into human society.

Dwarves can do this too. I know there were many goblins among one civilization. Several of them were even war heroes in conflicts against goblin civilizations.

Ive find that you can often find dwarven elite fighters in forts. They are often pretty good.

It's not strange in long worldgen, a lot of civs ends up mixing up racially. I see it in almost every dwarven civilization, in at least one fort, with more than 500 years of history.
