The first season in a terrifying embark is always a hefty amount of luck. Like most everyone said, start digging asap. Do not bother setting up temporary workshops on the surface, get yourself a little 1 wide hallway and set a meeting zone in it to get your dwarves sheltered somewhat. The longer you are on the surface the more likely the rng is going to kill you. The pack animals if you can get them in your hole and get to the caverns quick enough to feed them, can be useful. Otherwise leave them on the surface, they'll probably be undead before long out there, but better undead out there than undead in the hole with you.

I've been working on the 1 pick, terrifying tundra challenge as of late. I've had a fort that lasted less than a week cause of a pack of undead elk spawning in viewing distance of my wagon. And then my very next attempt lasted 5 years, and still going. Something that might help is just bringing the bare minimum to survive, less crap to haul in to your shelter from the wagon that way. A pick or 7, and a barrel of plump helmets probably.
