Floor hatches and water reactors

I'm building an obsidian farm using water from a cavern and magma pumped up four levels from a tube. I've set the whole system up using pumps and a dwarven water reactor, which requires a total of two levers for the whole farm.

I placed a floor hatch over the intake of my reactor, and it started automagically. It wasn't even pumping water. Unfortunately, I already had all the axles linked up and the lower half of my fortress flooded.

I was wondering if floor hatches are bugged in some way that makes waterwheels activate without being powered.

What you are seeing has nothing to do with floor hatches - the water inside your reactor merely has permaflow and will thus power waterwheels unconditionally.

What's your reactor's water source hooked up to? If it's aquifier or river, it's probably flowing without needing to pump.
