Connection Issues

I'm with HughesNet satellite internet. My issue is that I cannot connect to certain websites while throttled. They'll try to load for a minute or two before going to "Connection timed out".

Why would this be? Things like logging into skype, google.com (and all branches of google), some of the forums I go to, etc. cannot be connected to while my ISP is throttling me. Would the ISP be blocking these sites? That makes no sense to me!

Does this sound like something I can fix on my end, or should I just call up hughesnet and ask what's up? It's very annoying having a select few services absolutely refuse to load.

If it's not the ISP blocking me, is it possible that my connection could be so slow that it won't link up with these services? Could it be a issue with my internet cache?

Edit: It's probably worth noting I have a similar issue with my other connection, this one from Verizon. It won't load anything to do with imgur.

Try running cmd and running the following commands in it, see what happens and paste the results here (right-click, select all, right-click, it's now in the clipboard):
ping www.google.com
tracert www.google.com

(while you're being affected by the problems)

Hughsnet or any sat internet comes with the high cost of ping. I have seen customers running on 2000 ping. At this point theres nothing you can do other than hope for clear skies.

Its not really the ping thats bothering me, but this:

I suppose that could be a side effect of high ping, but my ping is high regardless of whether I'm throttled, and this never happens to me when I'm not.

Its how they control the system
Some hosts in the path don't respond to  pings/tracert packets, ever.  Here's the last half of my tracert for that and you can see that otherwise my delays are pretty reasonable:
