Alright, I've tried everything I know (not much, being a newbie), and these guys just refuse to bring things over.  I've searched and searched for solutions to this issue, but to no avail.  We just arrived at the site a season ago, and these guys refuse to haul things to the stockpiles.  Yes, I triple checked to make sure the stockpile is allowed to carry those items.  Only seven dwarves, no immigrants yet.  I tried dumping the items into a dumping zone, then reclaiming them, but they won't even dump 'em.  Hauling is enabled on all of them.  I tried removing both zones and stockpiles from the area the items are sitting in, so I know for a fact that they aren't in any.  Is it because I dismantled the cart before they took everything out?  Is there any way to fix it?  At first I thought it was the badgers keeping them away, but they're all gone now.  Hauling this stuff isn't even on the jobs list.  The fort about three layers down from the cart, is that creating the problem?

Are the items still marked for dumping? If not, do so again so the next bit will work.
Go to the o menu and turn on refuse-gathering from outside.

It works!  Thank you so much!    Now they don't have to wade through enraged badgers every time they need to grab something.
