The stone I'm trying to use is phyllite. The stone is not forbidden. I don't think there's anything weird going on with the stockpile; The stones aren't set to forbid or dump. I made an entirely new stone stockpile and the dwarves still won't use it. They should be able to access the stockpile. My dwarves are able to access stockpiles that are near by.

This happens with both my stone crafter and mason.

Instead, they'll go down to to the mining area, walk past some more phyllite, and then finally pick one that they happen to like and then haul it back to the workshop.

I can't think of anything that could cause this behavior.

How close are he dwarves and the workshop to the mines and the stockpile?

The mine is far away, on the corner of the map.
The stockpile is right next door to the workshops, figuratively speaking.

Dwarves are closer to the stockpile.

Where are the dwarves when they take the masonry jobs?

The understanding that I have is that dwarves will tend to prefer the freshest stone, most recently mined from the living rock.  The work around is with the "give" or "take" commands of the stockpile.  Set the stockpile to "give" to the masonry stations, and the masons should then process that stone (AND ONLY THAT STONE).

I'm currently stockpiling hundreds of gabbro and phyllite blocks for some tower work, provided this goblin siege gets around to walking in.
