HELP ME GET A HOUSE IN SKYRIM

I can't get the Jarl of Dawnstar to give me the quest I need so that he can offer me the land to build a house. I am told I need to do the Nightcaller Temple quest, and the Kill a Giant thing. I finished Nightcaller temple, shouldn't he just be like hey go kill dat giant yo heres dat land?

What is happening?
