The raws aren't the code.

What the raws are are encoding for all of the things that are in Dwarf Fortress (ie: how strong is a goblin? how fast is a dwarf? what is the sociopolitical structure of a dwarven settlement? does one become king in a farcical aquatic ceremony involving a lobbed scimitar?)

look at it this way; the code says that tehre are Z-levels and floors and squares, the raws say what kind of materials exist to fill out those things.

--edit--

also, you probably want to head over here: http://www.bay12forums.com/smf/index.php?board=13.0 and check ou0t the modding resources if you want to get a better understanding of all of this.

the code itself isn't open-source.

Someone already told you DF is written in C++; clearly there's more to the games than the raw files.
