I am using version 4.04.0. Hopefully the most recent version.  I gave up and sent the shot guy to the hospital.  I think he was losing stats because of it.  But yeah, the doc was completely inactive, not meeting anyone to convince them to join the squad or going anywhere. The only thing that confused me was his first aid wasn't going up at all.

Questions,

1) If I want to heal a particular person, do they need to be out of a squad?

2) do the people I'm healing have to be inactive?

I think this is just a glitch at this point.

Passive healing (which takes into account doctors at the same location) occurs regardless of what the injured person is doing.

Honestly, I think you're just underestimating how slow healing is. Medics stop gaining experience if the injuries they're treating aren't severe enough to test their abilities, and a medic with 5 first aid can very plausibly stop leveling up on a single "wounded" liberal. You can level them up faster by having your Liberals be more badly hurt or by having more injuries for them to tend to at once. Stat loss is always applied when someone is injured, regardless of how treatment is progressing; if you're wounded, you lose stats until you recover.
