Outside buildings

Sorry, this is a total newb question. I've scoured the Wiki but am either incompetent, or downright ignorant. My fortress has grown sort of stagnant, and I want to build outside buildings. However, I have no real clue as to how to go about this. Multifloored buildings, roofs in general...Where do I even begin?
