Dawrves not respecting burrows?

So, I took a jobless useless migrant and set a burrow over a floor hatch, then assigned him to it, but he refuses to go. Am I doing something wrong?

They won't go anywhere else, but they don't have to move.
Try putting a lever in the burrow with a pull order, so there is something to go and do.

Problem being that I was using the burrow to make them stand on a hatch and die a horrid death, giving them a pull order won;t put them on the hatch. Any other methods I could use for this?

Burrows don't really work that way, I think a much better method would be to put your useless migrants in a military squad and station them somewhere in the caverns, then seal them in.  Or station on a retracting bridge over your death pit. If you have to kill a noble (you cant draft em) then a lever of doom with a workshop profile is easy.
