As children often do. This behavior would lead to children wandering around outside looking for bugs, which could lead to !!FUN!!

I don't see why they couldn't, but this is likely to become very very annoying. I would recommend thinking of a way to counter this (e.g. an order such as "children are not allowed outside") and allowing children to catch the bugs legitimately i.e. they actually own the vial themselves. Perhaps this could be thought of when we eventually see kids playing with toys like they should be.

Well, I think this (or something like it) should be implemented when children act like kids and not lazy migrants. IMHO, it should be more like "Kids decide they want a pet, look around for a spider/lizard/toad/creepy crawler/whatever, find one, and then try to find some way to contain it." For a toad, maybe they stick it in their pocket; for a fly, they might need to steal some kind of container to stick it in. Which would likely be punishable with a fine or jail time or something...
