Personally Id say the cold war is definitely over. There was a bit of a gap period a while back where the US was pretty much totally dominant in terms of power (and still is debatably), the cold war was over at this stage. If/when/now a few superpowers start seriously playing hardball again it will be cold war 2 or 52 or 1052 or whatevs, the old 'seeds of todays wars are sown during ydays wars' has probably applied for 1000s of years and alot of it will be at least on paper between haves and have nots or at least the perceptions of haves and have nots

If you define the Cold War as the bitter rivalry between the US (and its alligned nation states) and the USSR (and its alligned states), then yes, it is over, as the USSR as an entity is long gone.

The Cold War between the USA and the USSR is over, but the recent events (especially the war in Syria) show us that the new Cold War is pretty much going on today. The Americans try to destroy Russia and China, in order to grab Russian natural resources to save the declining American economy and to prevent the Chinese from becoming the new superpower (which will make things extremely difficult for the USA). On the other hand, the Russians and the Chinese try to keep Americans away from their own borders, expecting that once the European and the American economies collapse, their political troubles will end (because the Americans will be too busy dealing with social unrest at home)
