Marksdwarves only train when "Inactive", 34.11

So I finally got quivers, bolts, and archery targets all squared away.  However, my marksdwarves refuse to train when set to Active/Training in alerts.  They grab their equipment and say they're going to archery practice, but they just stand still.  No error message like "cannot follow orders" or anything.  They just stand in place.  As soon as I put the squad to *Inactive*, they rush over to the archery range and begin to practice... for a little while.  Then they stop.  They still have all the necessary equipment and ammo, but to get them to train again, I have to switch them to Active/Training, then toggle Inactive again.  Anyone figure out a fix/workaround?  Technically this is already a workaround, but I mean something with less hassle.

Do they have a barracks as well?  I'm not having any trouble with my marksdwarf squads training in 34.11 - they're going through wood and bone bolts by the thousands.

yeah they need a barracks as well as a range to properly use the range.  Use them on active and bear in mind when designing your training schedule that dwarves who fit into the training groups train in the barracks doing demos etc, those left over tend to head to the ranges.  I have best success with squads of 10 set to train in minimum 4.  Once 4 turn up they start a dodging demo or whatever and the rest go shoot or sometimes individual training at the barracks.

which indicates that shooting practice only takes place in inactive, whereas active training is all normal melee barracks stuff- dodging, biting etc.

honestly why not inactive, the marksdwarf squads i use are all the dwarves that aren't melee fighters, mayors, craftsdwarfs and other useful stuff. All your lyemakers and the like can be training when they rent working (e.g. the once a season at best when you make soap) and when trouble comes they shoot it

Okay, now I've got them training at the archery targets, BUT they never fill up their quivers.  I have ammo set to 1,800 for 6 marksdwarves, but they only pick up maybe 3-6 bolts each time they go to the bin that is OVERFLOWING with bolts.
