Issues equipping soldiers (34.11)

This is my first fort in 34.11 (just finished my 34.10 fort), I have just finished producing all the materials for my military to be in full steel armor when I noticed that nearly all my soldiers refuse to wear helms, gauntlets, or high boots.
Here is my uniform

To pre-answer certain questions, Yes I checked to make sure the uniforms are assigned to the squads, and yes I have more than enough armor to equip everyone in the given uniform.

Edit: Just noticed that armor now counts as clothing and removed the cloak and trousers from the uniform, They still don't pick up gloves, helms, and boots, but a few have started to wear one boot or gauntlet as their clothing wears out.

I'm using a similar uniform, but am having the soldiers "replace" their civilian clothing instead of wearing over their civilian clothing.  And I add a tunic, trousers, cloak, and hood to the metal armor.  They are wearing it and I am not ending up with militia in partial armor sets.

So their civilian clothing might be getting in the way.  Cap stopping helm, etc. etc.  (I don't think cap - helm - hood stack works the same in this version.)

Replacing civilian clothing seemed to work, and it seems you were right about civilian clothing getting in the way.

Just a heads-up, Caps are shaped armor now which means they cant be worn with helms.

Basic suit of armor is now:

Replace Clothing Exact Match
Helm
Breastplate
Mail Shirt x3
Gauntlets
Greaves
High Boots
(Shield Choice)
(Weapon Choice)

x6 Cloaks

All the cloth only gives so much benefit. Its easy to forgive someone for forgetting it.

The cloth is massive bruise protection. Reduces blunt damage greatly.

Just set in equip menu, to replace clothing, but after they are called up, set it back to over, becaue they will be naked underneath the steel armour.
it will cause tanturms quite easily.

I've experienced more misc. deaths when I fill out my uniform with leather:
x6 hoods
x6 Cloaks
x2 Trousers
x1 Socks
x1 Mittens

Lots of neck & rib shots through the cloak.Anyone else have similar problems?
