Dwarves dropping gear everywhere on shift change?

Is there a way to tell military dwarves to keep all of their gear (armor and weapons) on even when off-duty?  My soldiers seem to just drop all of their gear wherever they're standing when they go off-duty due to scheduling.   I can't find anything in the military equipment interface, and I have all labors turned off that might conflict (mining, wood chopping, etc.)  I'm kind of at a loss.  :(

I SO SO SO wish there were a way to designate an item as needing to be moved to a stockpile.

Under the "schedule" option in the military window there's a setting for keeping equips when off-duty. m -> s -> u from the main fortress mode menu.

"u: Inactive = Uniformed"?  All of my squads/schedules have that set.  It must be something else causing it, then.

Are they wearing normal clothing underneath their armor?  Are you sure it's because of shift changes and not because of something like clothing wearing out and dwarves dropping the clothing?  I don't know if they will remove armor to get to the underclothing if that hapens, for instance.

Do you have the uniform set to replace clothing?  Toady supposedly fixed it so that armor counts and clothing now, and maybe it will help.  It helps a plethora of other problems with uniforms.

The problem is probably that you're storing gear at the barracks.
