Up/down Stairs action not working

Ok, so I'm trying to connect three floors in my fortress using up/down stairs. I have up/down stairs built on the bottom floor and up/down stairs built on the 3rd floor. But when I attempt to build an up/down stair case on the second floor in order to connect them... nothing happens on designate. It just doesn't work. I'm a bit confused.

The floor is probably already mined out. You have to construct the stairs using b-C-x.

The DF2012 wiki article is not as in-depth as this older version:

This one is more detailed about several aspects of stairs (for beginners stairs and ramps can be a bit confusing).

Yeah, when mining out stairs, you'll have to designate them prior to initial mining. It's kind of annoying, but if you want, you can dig a down stair to connect to the bottom floor, then build your up/down stairs.
