1: how accurate is your bookkeeper?

2: as mentioned, a barrel of booze can hold 25 units of booze. Currently dwarfs claim the whole barrel for a drink. If those 20 units of booze were in one barrel, only one dwarf can drink at a time. Consider the next bit: a very thirsty dwarf, that had water before, has already slowed down. Drinking takes some time already, now it takes more... yeah, dwarfs will die.

If you have more than three units of booze per dwarf you can make waterskins and hand them out. Refilling a waterskin takes one turn.

how do you "hand out the waterskins" ? can this be done with civilians ?

military only, but you can get your civvies in inactive military squads

Forgot to mention -- dwarves with hunting, mining, or woodcutting enabled won't pick up their waterskins because they have their own invisible uniform that conflicts with any you assign. If you're doing this just to cut down on the number of barrels then it's not a major problem unless you have half the fortress set to cut wood, but be aware of it.

I don't know if you mentioned it... I'm not into dwarven engineering just yet, but...

I dug a channel down in preparation... what sucks, is you have to wait for non freezing to finish it (without damp notifications)... which I turned off anyways...

anyways...

looks like i'm about to enjoy some agua
