I'm sure everyone is familiar with this, question... I'm trying to increase the starting points I have to buy with by a couple hundred for one world, and reduce them slightly to make it harder in another. When I go into the World_gen files and tweak the [EMBARK_POINTS], up from the base amount of ~1.3k.

Also how would I start with less dorfs? Where would I go for that?

You can't start with any more or less dorfs without memory editing.

Also having less then 7 starting dwarves crashes the game.

As for embark points, must mem hack. Free tools for this is "T-Search" "Art-Money" and "Cheat Engine"

I use Cheat Engine and T-Search on and off, depending on how good a program is at hiding its process from T-search. Cheat Engine usally can find any process.

just alter the raws of a pet creature you ussually embark with and set [PETVALUE] to a negative number you'll get half that for an untrained form and if it's trainable a hunting or war version will give you the entire number in extra embark points if you add one
