Doesn't mean it can't be implemented, though I'd likely lean more towards having a belt of small axes, or hatchets, for throwing. Just seems more appropriate for the setting.

For dwarves, sure. Goblins would use harpoons, humans would use javelins, and kobolds/animalpeople would have darts or atlatls.
