Currently, mining through any material generates noise in an 8-tile radius. I think less noise should be generated if dwarves are mining through dirt or sand. That's it.

I like to think that most of the noise generated comes not from the noise of the pick hitting the ground, but from the dwarf grunting as he lifts the pick. It might not be true, but it satisfies my need to have an explanation for every in-game inbalance.
