Elsewhere, its generally been 'if you have something  worthwhile to post, and don't think it would be better to not make a new topic' as far as I can tell.

Further to this, as far as I can tell it's considered better to make a new thread if the creator of the old thread is inactive and/or the OP of the old thread is inadequate/out-of-date.

That's pretty much the long and short of it. Especially annoying are necros on forum games, creative writing story threads, &c. that amount to "when's the next update?"
