No. It is only how much it takes space on the body to consider that you can put on it and beneath it.

I think ARMORLEVEL has something to do with the amount of protection it offers.

All armor is pretty much the same thickness nowdays, with any armor's block chances determined by its material and the [UPSTEP:X], [LBSTEP:X], [UBSTEP:X], and [COVERAGE:X] tokens. Back in 40d you used to be able to determine individual block chances to tweak armor a little further, but these days it's pretty much all the same if it has the same settings in all 4 of those tokens. ARMORLEVEL only determines whether it falls into the clothing, chain, leather, or plate categories, and has no effect on how well it protects a person IIRC.
