I made the farm two layers down and made the channel a layer above that.  It is not exposed to sunlight.  I read the wiki and I did what it said but none of my dwarves are filling the "pond" with water!  I don't really know where to go from here.

As I wrote elsewhere, the exact key sequence to request a 1x1 pond is i (movement) Enter Enter p P f Esc.

If I had to guess (which I do since you didn't say what you did), I'd guess you forgot the P and the f.  Without that, it's designated as a pond but there's no request to fill it up with water.
