Meddling with sites?

I've just started meddling with the entity raws, making civs build cities, allowing humans to use steel, simple stuff like that.
What I'd love to know is if it is possible to modify sites, like allowing them to be built on different biomes, no restrictions on land alignment, or even make new sites entirely?
I'd really love to have sites for other races I can visit that aren't the same old cities and hamlets. Maybe repurpose the necromancer tower to be a living space for goblins!  :D
Really loving this so far. Can't wait to start making new races and civs!

Different biomes, certainly. There's nothing stopping a city from being built on a mountain except that it's a really bad idea (speaking from experience).

Making new sites isn't. The sites that are already in-game are the only sites used, and the only sites that you can assign your entity to are already used in-game.

Well that's a shame. Guess I'll stick to caves and cities then. Thanks for the help!

Can't you have them start in cities, but prefer lair's, necromancer's towers, and player built fortress's?  I haven't had a chance to try myself, the creature's/civs I add normally live in cities, and I haven't messed with the vanilla civs for a while, as I barely keep up with the updates.

I did make dwarves live in Outdoor fortifications in a much older version, but they were all soldiers, no peasants.

Technically according to the string dump the options are:
PLAYER_FORTRESS
DARK_FORTRESS
CAVE
CAVE_DETAILED
TREE_CITY
CITY
FORTRESS
MONUMENT
Though some of these are probably not going to work right.

Also while you can certainly make a civilization prefer player built fortresses, because world generation stops at the end of world gen it isn't possible for civilizations to migrate to abandoned fortresses right now.

Has anyone looked into what FORTRESS and MONUMENT might be?  I've seen them on the string dump but don't know what they might represent in-game.

Necromancer's towers are hardcoded and separate from entities, and player built fortress...  Don't exist until after worldgen.  Ninja'd.  Further I can't really see any reason to have an entity start with cities and prefer caves when you can just have them start in caves in the first place.

DARK_FORTRESS, TREE_CITY, and CAVE_DETAILED don't really exist except for worldgen purposes, you can't actually visit them yourself.  FORTRESS and MONUMENT are mysterious as they aren't actually used in the raws, but likely share a common origin to two things that are, [BUILDS_OUTDOOR_FORTIFICATIONS] and [BUILDS_OUTDOOR_TOMBS].
