How can I get my dwarves to fish in the ocean?

And will there be other fish to catch if they could?

They should automatically fish there is there are fish present. It's certainly possible that you have simply fished out the entire ocean already.

I just started this embark, so it's unlikely.
I've also disabled fishing outside of zones and set up fishing zones on the edge of the ocean, but my dwarves absolutely REFUSE to fish there. Instead, they got into a fight with a dog in the meeting room I need to expand.

Maybe the tides are disturbing them?  Try building a "pier" for them to walk out on.

What should I use to build the pier? I feel like it's a nooby question, but I still haven't figured out as most of my constructions are only underground.

Just build floors (out of stone).  Support rules are kind of a joke, so you can just build a stone walkway out into space and it stays upright.

To avoid waves, I reccomend building a couple of stairs up, out, and then back down to the point where you start fishing.  Be sure to put some walls behind the pier to prevent dwarves from being swept by the waves if they do get hit.

yeah, supports are nonsensical in that you can build only one for an arbitrary ammount of overhang... but also they can speed building if you have enough masons or whatever.  if you build from your supports outwards, you can have more dwarfs building from more points at the same time....

but that probably isnt practical unless you have a seriously mega-project optimized fort.  one support easily gets you 2-5 concurant builders, depending on the shape of your project.  and by concurant, i mean actually laying blocks at the same time -- not just assigned to the task at the same time.

for long piers or other viaducts, I'll often use "bridges" as scafolding for floor tiles, so you can get quick connectivity and then use multiple concurant builders.

You don't need to build a pier.  Dwarves will happily stand in crashing waves and fish from the seashore.

You need dwarves with the 'fishing' labor enabled, and other dwarves with the 'fish cleaning' labor.  You need stockpiles that accept raw and processed fish, and a fishery workshop.

It also helps to create fishing activity zones along the seashore.  Fisherdwarves will tend to fish even without them, but setting activity zones lets you tell them where to fish from.

There is a bug report concerning fish-less embarks.
[34.06] here.  No fishies to fish.  Tons of water, all around me.  Lotsa skilled fishermen.  Nothing happening at fishery...  No shells to carve.  Hope I don't get a mood.  Yeah, there is a bug somewhere in latest versions.  Knutor

Thanks for the help guys.
I finally managed to get them to fish at the ocean, it seemed that one region wasn't eligible (?) for fishing, so I moved it. The very first catch was a nautilus, which was probably a Masterwork fish, but I'm not going to complain.
