There is a bug currently ingame (I haven't reported it, and I don't know if anyone else has discovered it) where you can legitimately get as many dwarves as you want upon reclaim. (not quite "legitimately", as it's cheating, but it's vanilla DF.)

1. Start a fort. Seven dwarves, Snow White, all of that.
2. Wait for the caravan.
3. When caravan arrives and reaches the depot, abandon the fortress.
4. Become an adventurer and visit the fortress site in adventure mode. You'll see the caravan.
5. Reclaim. Your previous dwarves will have remained at the site, and you will now have 14 dwarves.
6. Return to Step 2 and repeat as desired.

It's not so unrealistic with an "advance party" preparing the lodgings and returning to the mountainhome before the main group moves in.

Yeah, that works. Personally, I limit the first wave to doing nothing more than a geological survey of the area, to see what stones & ore I'll have to play with, and then leaving before their presence is noted by the local unfriendlies. Then, I'll keep generating parties until I get an expedition leader whose preferences match up with what I know I'll find at the site.

Some people seem to be misunderstanding me, I'm not embarking like this for extra resources, I want to build a fortress at my own pace.

I did a reverse version of the thing recently. Embarked on a mixed terrifying tundra/Joyous wilds mountain, hitting "Play now!" rather than "prepare for the journey carefully". That team, after setting up some rudimentary shelter, realized they're not quite qualified for the job and return to the mountainhomes to plan a better-prepared reclaim expedition.
