After I got dwarven caravans and outpost liaisons as usual in the first couple of years, they suddenly stopped coming. So I didn't get any dwarven caravans for the last consecutive 3-4 years. Why is that? How can this be prevented? Is it possible to make the caravan coming again?

What's the average mortality rate in your fort? You may have accidently killed everyone in your civ save whoever's still alive at the fort.

Quite low, about 2-3 deaths/year.

Can you check your stockpiles for any items listed in red?

If so, I've got a related issue, although it struck my Human Caravan.

Hmm. Odd. But the total casualties may be spooking them, or they're taking an extremly long time getting back to your fort. I dunno, it may be a bug.

I've had this happen after continually rejecting the trade liason's offers to raise a baron.

Have you been telling them "no nobles!" To the point where they refuse to visit now?

Apparently it was just sieges with coincidentally repeatedly unfortunate timing. 2 years later the dwarves started coming again.
